Mail Orders. Flags also may be ordered by submitting a written request that identifies the type of flag(s) desired. The request must include a check for the total amount of the order and be made payable to the Treasurer of Virginia. (There is no sales tax on flags.) Send the request and check to the Department of General Services, Fiscal Services, POB 267, Richmond, VA 23218-0267.
